10 Digit Local Dialing in 801 and 385 Area Codes

In July, 2007 the Utah Public Service Commission ordered [PDF] that a new 385 overlay area code be added to handle the growing need for telephone numbers in Utah. This was followed by announcements in 2008 by Qwest[PDF], AT&T[PDF], XO[PDF], the Utah PSC[PDF], Deseret News, and others.

For users in the current 801 area code this will require that all local calls be dialed as 10 digits rather than 7 digits.

This will mean that virtually all phone systems will need to be reprogrammed in some way to accommodate the change.

We are currently in the permissive dialing period which allows you to dial 7 or 10 digits for local calls. Effective March 1st, 2009 the Telco providers will require 10 digit local dialing. We have provided links to user guides where you will find instructions on how to change your Personal and System Speed dials below.

Update Feb 2009: Rep. Jim Dunnigan has introduced a bill (H.B. 215) proposing a mandated geographic split rather than an overlay. This bill remains in committee. Given the late nature and current status of this bill, Intellisys recommends customers assume the overlay will proceed on schedule. (Update 2: The Deseret News article has moved to archive. You may need to click, or refresh the link, a couple times to retrieve it.)

As the grace period is now drawing to a close at the end of the month, Intellisys' resources are expected to be streched thin while assisting late customers in making these changes. Your early attention to this matter, your patience nearer the deadline, and a flexible schedule will be greatly appreciated.

Please read the following information carefully and call Intellisys with any questions you may have.

Key Systems
(Small Phone Systems with Individual Line Buttons)

If you have a small phone system with individual line appearances (a button for each line) you will likely NOT need Intellisys to modify your system in order to dial 10 digits local numbers.

If you have phones restricted from dialing long distance, but are allowed to dial local numbers, Intellisys WILL need to modify your Toll Restriction settings to continue to permit local dialing.

If you Forward your Phones off site during or after hours via the phone system you WILL need Intellisys to make the appropriate changes and you should call immediately to schedule service.

If you have a Voicemail system that allows users to be transferred to cell phones you WILL need to schedule Intellisys to make the needed changes in the system in order for this to work.

You will need to modify all of your Personal Speed Dials, System Speed Dials, and External Forwarding numbers that use local numbers.

Key System Resources:
Instructions on how to reprogram these speed dial numbers are found in the User Guides on the Documents page.
Intellisys has created a convenient flyer for Key Systems you may print and distribute to your users describing 10 digit local dialing.

PBX/Hybrid Systems
(Medium, Large, and VoIP Systems with Call Keys)

If your system does not have a button for each line and you have "Call" keys or "Pooled Lines" then you WILL need Intellisys to make the appropriate changes in your phone system Dial Plans.

If your system uses a PRI, you WILL most likely need Intellisys to make the appropriate changes to your Automatic Route Selection system.

If you have phones restricted from dialing long distance, but are allowed to dial local numbers, Intellisys WILL need to modify your Toll Restriction settings to continue to permit local dialing.

All VoIP systems WILL need Intellisys to make the appropriate dial plan changes in the System as well as the VoIP phones. This will mean that after we make the changes that the phones will need to be rebooted in order to pull their new configurations. You should Contact Intellisys immediately to schedule service.

In addition, Personal Speed Dials, Contacts, External Transfer Numbers, and etc will be assumed to be changed by the users unless the customer requests Intellisys to make these changes.

*** Instructions on how to reprogram these speed dial numbers are found in the User Guides on the Documents page.
